Shri Roop Narayan Sunkar, General Manager, East Coast Railway is an officer of Indian Railway Service of Engineering (IRSE) of 1985 batch.

Shri Sunkarhas worked as Chief Administrative Officer (Construction) of South East Central Railway (SECR) at Bilaspur. He has also worked as Divisional Railway Manager (DRM)/Ratlam,Chief Bridge Engineer in North Central Railway & West Central Railway, Chief Engineer (Construction) at Bilaspur.

Alumni of Bachelor of Technology from Barkatullah University, Bhopal, Shri Sunkar joined Indian Railways in 1987. He has vast experience in the field of Construction and Commissioningof Projects. As CAO/Construction/South East Central Railway, he Commissioned record 228 kms. of Railway lines during 2020-21 which is the highest progress amongst all zonal railways of Indian Railways during the period.

He has also commissioned 227 kms. of Gauge Conversion work in patches to make the entire 632 kms. between Gondia-Balarsha-Jabalpur operational. This includes 285 kms. Gondia-Jabalpur Gauge Conversion providing alternate 274 kms. shorter route between Jabalpur-Balharshah. This work received appreciation from Hon’ble Minister of Railways.

As DRM Ratlam, he commissioned the much-appreciated Patalpani – Kalakund heritage section to promote tourism which was well appreciated by Hon’ble Minster of Railways and also received Hon’ble MR award for Leadership and Performance Excellence Award in 2019. Further as Chief Bridge Engineer, he made West Central Railway (WCR) first unmanned level crossing free zone in 2015 by eliminating 399 UMLC’s.

As Chief Workshop Manager/Manmaad he has completed the work of3 X 400 ft. span welded girders for navigational spans of Zuari&Mandovi Rivers in Goa for Konkan Railway Corporation Limited (KRCL) project in record time of 1 year (against 1½ years). The 400 ft. welded girders were fabricated for the first time in the history of Indian Railways. For this work he has received National Award in the year 1995. His acumen and stewardship for execution of various project works has received accolades from every corner.

Apart from having Degree in BTech along with vast knowledge in construction and maintenance of infrastructure / assets, Shri Sunkar has also completed his LLB, Post Graduate Diploma in Environment and Sustainable Development and Post Graduate Diploma in Disaster Management.

Shri Sunkar has executed many safety related works and augmented many infrastructure projects, implemented concept of Mega Block Corridor, increased freight train speed by Removing Operating Constraints thereby improving Mobility & Wagon Turn Round.

The above achievements fetched him appreciation from :

Minister of Railways and Commerce & Industry, Government of India for redevelopment and beautification of Ratlam Division of Western Railway &providing strong leadership and excellence in performance.

Hon’ble Governor, Madhya Pradesh for outstanding work in the field of Administrative Service (Certificate of Excellence).

Hon’ble Speaker,Lok Sabha for outstanding works done in Indore area.

Chairman, Railway Board for developing Patalpani-Kalakund as a heritage center and starting a heritage train for tourism of Malwa region, for commissioning of Jharsuguda by-pass and also for his exemplary work in Rajbhasa and from various Members, Railway Board for excellent performance in important fields.
