Vision, Mission and Key Objectives

Procurement of common used Goods and Services through Government E Market(GeM)

As per rule 149 of General finance Rule 2017, procurement of common used goods and services by Ministry / Department through GeM is mandatory, for goods and services available in GeM. The procurement of goods and services through GeM is applicable to all Stock and Non-Stock purchase which are available on GeM Portal. The schedule of power for procurement of items through GeM is available in Model SOP 2018. The GeM portal is used by Railway as Buyer for direct online purchase. Therefore, vendors are requested to be registered in GeM Portal for their Products & Services to avail the opportunity.

 

Purchase through Indian Railways E-Procurement System (IREPS)

The vendors are requested to visit Indian Railway website: www.ireps.gov.inin which the tenders pertaining to this Railway are published and tender documents are available. The site also permits for submitting the offer on line.

Disposal of Scrap through E-Auction sale

Stores Department disposes scrap available over East Coast Railway through e-Auction sale.Bidders are requested to visit website: www.ireps.gov.in to get registered as a bidder for participating in e-Auction schedule programme of East Coast Railway.

PARTICULARS OF ORGANISATION, FUNCTIONS AND DUTIES

The Stores Organization at Zonal level is headed by PCMM and other officers at head Quarter & field units. The field units are at three Divisions i.e. KUR, WAT, & SBP Central Hospital, Mancheswar and Depots attached to Workshops/sheds, General Stores Depot, scrap Depot. The stores organization is responsible for arranging material as per requirement of various Departments. The following are the location of Stores Depots:-

Scrap Depot , Mancheswar

Electrical Loco Shed Depot, Angul

Diesel Loco Shed Depot, Visakapatnam

Electrical Loco Shed Depot, Visakapatnam

Wagon Stores Depot, Visakapatnam

The Zonal Stores Organization headed by Principal Chief Materials Manager (PCMM). There are 3 Chief Materials Managers (CMMs), 3 Dy. Chief Materials Managers (Dy. CMMs), 4 Sr. Materials Managers (SMMs).

DIVISIONAL STORES ORGANISAIONS:-

All Three Divisional organization are headed by Sr.DMMs and assisted by DMMs/AMMs. As regards to their functions, they under take procurement functions of goods & services of the Divisions.  Sr. DMMs of divisions conduct e-auction of Scrap materials generated at their divisions.

DEPOT STORES ORGANISATION:-

The Stores depots are headed by JAG/SS/JS officers. They are responsible for arranging receipt, Accountal, Distribution and procurement of urgent materials.

The field of materials Management covers the following functions.

i) Materials planning and programming of procurement and supplies.

ii) Purchasing of  Goods and Services

iii) Inventory control

iv) Stocking of materials and warehousing

v) Materials handling and transportation

vi) Codification and standardization

vii) Value Analysis

viii) Identification & Disposal of obsolete and scrap materials.
