Indian Railways Start Ups Policy is an important initiative in the field of innovation through participation of Start-Ups and other entities aims to promote ‘Innovative Culture’ in the country for co-creation and co-innovation in the Railway Sector, stated East Coast Railway General Manager (I/C) Shri Sharad Kumar Srivastav, in a Press Meet held at ECoR headquarters at Bhubaneswar, today afternoon.
Representatives from various StartUps, Students from various Engineering and Management Institutes also participated in the discussion about the benefits of the Start Ups for Railways.
All Principal Heads of the Departments of East Coast Railway along with Chief Public Relations Officer Shri Biswajit Sahu, Dy. General Manager Shri A. K. Mishra and Secretary to General Manager Shri Biswajit Bhoi were present in the Press Meet and participated in the discussion.
Following below mentioned are about the StartUps for Railways_ _ _
1.Indian Railways, the National transporter has taken an important initiative in the field of innovation through participation of start-ups and other entities. The policy “StartUps for Railways” was launched by Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Communications and Electronics & Information Technology on 13th June 2022.
2.Policy aims to develop cost-effective, implementable, scalable solutions, functional prototypes and innovative products for addressing Quality, Reliability and Maintainability related issues of Indian Railways.
3.This policy aims to promote ‘Innovative Culture’ in the country for co-creation and co-innovation in the Railway Sector.
4.This policy will bring scale and efficiency in the field of operation, maintenance and infrastructure creation through participation of very large and untapped startup ecosystem.
5.The policy would leverage innovative technologies developed by Indian Startups/MSMEs/Innovators/Entrepreneurs to improve operational efficiency and Safety of Indian Railways.
6.Startup, as defined and recognised by Department for Promotion of Industry &Internal Trade(DPIIT), Ministry of Commerce and Industry, Govt. of India, any Indian Company incorporated under the Companies Act, primarily a Micro, Small and Medium Enterprises, Individual innovators and R& D institutions are also encouraged to apply.
Salient details of Indian Railway Innovation Policy are:-
vGrant up to Rs. 1.5 Crore to innovator on equal sharing basis with provision of milestone-wise payment.
vComplete process from floating of problem statement to development of prototype is online through a dedicated ‘Indian Railway Innovation Portal’ with defined time line to make it transparent and objective.
vEfficiency & Research Directorate of Railway Board shall be the nodal directorate for policy implementation and process excecution.
vTrials of prototypes will be done in Railways. Enhanced funding will be provided to scale up deployment on successful performance of prototypes.
vSelection of Innovator/s will be done by a transparent and fair system which will be dealt through online portal.
vDeveloped Intellectual property rights (IPR) will remain with innovator only
vAssured developmental order to innovator.
vDe-centralization of complete product development process at divisional level to avoid delays.
Indian Railways have received around 160 problem statements from the field units were. Out of that at present, 11 problems statements have been identified to deal via new Innovation Policy and uploaded on the portal to start with; they are
i. Broken Rail Detection System
ii. Rail Stress Monitoring System
iii. Headway Improvement System for suburban section interoperable with Indian Railways National ATP system
iv. Automation of Track Inspection Activities
v. Design of superior Elastomeric Pad (EM Pad) for Heavy Haul freight Wagons
vi. Development of on-line Condition Monitoring System for traction motors of 3-phase Electric Locomotives
vii. Light-weight wagon for transporting commodities like Salt
viii. Development of analytical tool by using digital data for improving passenger services
ix. Track Cleaning Machine
x. App for post-training revision & self-service refresher courses
xi. Use of Remote Sensing, Geomatics and GIS for bridge inspection
